You say, "If revenues are falling, why not simply raise the gas tax?"
I say, "If revenues are failing, why not simply spend less money?"
Taxes were never meant to be instruments for controlling the actions of the people. They were never meant to be collected on the same income more than once. They were never meant to be collected from one class of people to be given to some other class. They were only meant to be collected for necessary functions of government, such as providing for the national defense. And collected equally from all who benefit from them. As such, they have gotten far out of hand, and are today very much away from their original purpose. The CATO institute has just published a brief detailing a way to save over 200 Billion dollars in government spending by getting rid of useless beaurocracies, and pairing back on the size of many others. Isn't this a better alternative?
