Definition of Complete Markets: A complete market is one in which the complete set of possible gambles on future states-of-the-world can be constructed with existing assets.

This is a theoretical ideal against which reality can be found more or less wanting. It is a common assumption in finance or macro models, where the set of states-of-the-world is formally defined. (Econterms)
